A country’s soul isn’t like a human soul, it’s much more strong both emotionally and physically (if that makes sense). Country souls are also immortal, so if their country or empire gets dissolved or destroyed, and the country disappears, its soul will live on in a human form, once the first human form dies, it moves onto the next human, and some of these ‘humans’ can sense when they’re in the presence of another country. So, effectively, HRE never truly died, just became human.
